Comparison of Residential Electric Rates
Holland Board of Public Works has some of the lowest electric rates in Michigan.

Electric - Rate A

Available for all Residential customers.

Character of Service -  Alternating current, 60-Hertz, single or three phase (subject to availability). The nature of the voltage is to be determined by Holland Board of Public Works.

Minimum charge is the sum of the charges listed below on all active accounts* per meter.

Distributed Generation Program - Rate A

Participating customers will be billed based on the total inflow of electricity purchased from HBPW at the applicable rate, minus outflow credits for the energy sent back to HBPW during periods of excess customer generation. All outflow energy will be credited at the Distributed Energy Value. The outflow credit can be applied to offset customer energy, delivery, capacity and readiness to serve charges. No generated outflow credits are granted toward future billings.

Time-of-Use Rate for Residential Customers Who Possess a Plug-in Electric Vehicle

Available for Residential customers who own or lease a Plug-in Electric Vehicle

Character of Service: Alternating current, 60-Hertz, single or three-phase (subject to availability). The nature of Alternating current, 60-Hertz, single or three-phase (subject to availability). The nature of the voltage is to be determined by the Holland Board of Public Works.

Schedule

The following schedule shall apply Monday through Friday (except weekends/holidays designated by the Holland Board of Public Works).

  • On-peak – 10 a.m. to 6 p.m.
  • Mid-peak – 8 a.m. to 10 a.m. and 6 p.m. to 10 p.m.
  • Off-peak – 10 p.m. to 8 a.m.

Holidays

Weekends and holidays are considered off-peak.

  • New Year’s Day – January 1

  • Memorial Day – Last Monday in May

  • Independence Day – July 4

  • Labor Day – First Monday in September

  • Thanksgiving Day – fourth Thursday of November

  • Christmas Day – December 25

Terms and Conditions of Service: The residential charging station must comply with requirements that are more fully described in Electric Service Ratebook Terms and Conditions. Service will be further governed by the Holland Board of Public Works Electric Service Ratebook Terms and Conditions.

Public Lighting/Security Lighting - Rate D

Availability: Public Lighting service is available in areas serviced by the Holland Board of Public Works Lighting service is available in areas serviced by the Holland Board of Public Works (HBPW) electric distribution system. Decorative Pedestrian Street/Security Lighting is available in areas serviced by HBPW underground electric lines.

Applicable: The HBPW owns and maintains all the lighting equipment and appurtenances and the Monthly Amount includes all energy, parts, and labor, except for lights designated as “Energy Only”. The “Energy Only” rate is available for municipal-owned lights when the municipality assumes all costs for procurement, installation, maintenance, and replacement. Energy usage is based on average annual dusk to dawn power consumption which is calculated as 4380 hours per year. No discounts on the monthly rate will be made for timers, motion detectors, or similar equipment.

Terms and Conditions of Service: Service will be further governed by the Holland Board of Public Works Terms of Service.

Renewable Energy Program

Non-Standard Water Main Rate

A 30% surcharge applies to customers connected to a water main that was determined to be non-standard at the time it was added to the public water system.

Wastewater Billing Process for Residential Customers

Water meters measure the amount of water that flows from the tap. There is not a separate meter that measures how much water goes down the drain. So, to measure the commodity usage charge for wastewater, we use data from the water meter. This works because clean water from the tap eventually makes its way down through the sewer system that delivers it to the Water Reclamation Plant, where it gets treated and returned to nature.

However, water that is used to sprinkle lawns does not go through the sewers to be treated at the Water Reclamation Plant. Holland BPW aims to not bill for commodity wastewater charges for summer lawn sprinkling.

For this reason, there are two distinct seasonal billing periods for wastewater. It is important to note that Holland BPW bills issued in the current month are for charges that occurred during the previous month’s billing cycle.

Bill issued November through April

During this period, customers are charged based on their actual water meter usage during the months of October through March. Usage for wastewater on bills issued from November through April will match the actual water meter readings.

Bill issued May through October

The billing process changes during this period to avoid charges for wastewater usage for water used in sprinkling during warmer months. 

For billing purposes, we utilize the lower value of these two compared amounts:

  • the customer's actual usage during the months of April through September, which is billed May through October

  • the average monthly usage during the months October through March, which is billed November through April.

For customers who irrigate their lawns, the average water usage is typically lower. Therefore, customers can reduce their average water consumption and their wastewater usage by refraining from sprinkling in October.

Character of Service: Residential Active Ethernet is a private network option that allows two or more locations to connect. Residential Active Ethernet can be used to connect a residence to an Internet Service Provider or a business network. Residential Active Ethernet does not take the place of an Internet Service Provider (ISP). Additional Internet Service fees from ISP will apply.

Setup Fee Options:

- One time setup fee of $200.00 or; 
- Additional $5.00 per month for four years

Additional Fees

Construction fee where the anticipated present value of the net revenues over the first four years are less than required by the cost of the project. This contribution in aid of construction will equal the difference between the installation costs and the allowable extension costs.
