Holland Board of Public Works (HBPW) has earned the American Public Power Association’s (APPA) Reliable Public Power Provider (RP3)® designation for providing operational excellence through dedication to operating an efficient, safe, and reliable distribution system. Holland’s municipal utility also earned a Safety Award of Excellence for safe operating practices in 2024. Both awards are Diamond status, the highest designation that APPA offers. HBPW is also among the 255 public power utilities with a "Certificate of Excellence in Reliability" for reliable performance in 2024.
“We take the utmost pride in the reliability of our utility services and having a culture that embraces safety as a core value,” said Dave Koster, HBPW General Manager.
The RP3 designation, which lasts for three years, recognizes public power utilities that demonstrate proficiency in four key disciplines: reliability, safety, workforce development, and system improvement. Criteria include sound business practices and a utility-wide commitment to safe and reliable delivery of electricity. This is the sixth consecutive RP3 designation for HBPW. “Maintaining RP3 status over time results in continuous improvement of the entire organization and the services we provide for the community of Holland,” remarked Koster.
The Safety Award of Excellence honors utilities for having the most incident-free records and the overall state of their safety programs and culture during 2024.
The Certificate of Excellence in Reliability is earned by utilities that demonstrate top reliability performance proven through data. Eligible utilities participate in APPA's eReliability Tracker service. Awardees have a 2024 System Average Interruption Duration Index (SAIDI) that falls in the top quartile of all utilities’ SAIDI numbers averaged from 2019 – 2023 based on Energy Information Administration (EIA) 861 survey data.
