Combined Lighting and Power General Service - Rate K

Assigned to all Commercial and Industrial customers with a Billing Demand greater than 1000 kW any time in the preceding twelve (12) months.

Character of Service -  Alternating current, 60-Hertz, single or three phase (subject to availability). The nature of the voltage is to be determined by the Holland Board of Public Works.

Minimum charge is the sum of the charges listed below on all active accounts* per meter.

• Readiness to Serve Charge

• Delivery Charge

• Capacity Charge

*Active accounts are services with installed meters that are available for customer use.

Adjustment for Power Factor

This rate requires a determination of the average Power Factor maintained by the customer during the billing period. Such average Power Factor shall be determined through metering of lagging Kilovar-hours and Kilowatt-hours during the billing period.

Whenever the average Power Factor during the billing period is below 0.850, the bill shall be adjusted as follows:

Power Factor Adjustment

• 0.800 to 0.849 1% of total kWh and kW metered-based charges

• 0.750 to 0.799 2% of total kWh and kW metered-based charges

• 0.700 to 0.749 3% of total kWh and kW metered-based charges

• 0.650 to 0.699 4% of total kWh and kW metered-based charges

A Power Factor less than 0.650 is not permitted and necessary corrective equipment must be installed by the customer. A 15% penalty will be applied to any metered-based charges, excluding surcharges, as long as the customer’s Power Factor remains below 0.650.

Active accounts are services with installed meters that are available for customer use.

Transformer Ownership Discount - A customer who owns and maintains its own transformer in satisfactory condition will receive a credit of $0.45 per kW on maximum billing demand and a three (3) percent discount on all kWh during the billing period.

Delivery Charge - The kW billing demand for the delivery charge shall be the maximum fifteen (15) minute integrated rolling demand during the billing period.

Capacity Charge - The kW billing demand for the capacity charge shall be the maximum fifteen (15) minute integrated rolling demand during the on-peak hours during the billing period.

Minimum Billing Demand - The minimum billing demand used for the delivery and capacity charges shall be not less than 60% of the highest on-peak demand established during the preceding twelve (12) months.

On-Peak hours - The following schedule shall apply Monday through Friday (except holidays designated by Holland Board of Public Works). Weekends and holidays are considered off-peak.

• On-peak – 10 a.m. to 6 p.m.

• Off-peak – 6 p.m. to 10 a.m.

Designated Holidays:

• New Year’s Day – January 1

• Memorial Day – Last Monday in May

• Independence Day – July 4

• Labor Day – First Monday in September

• Thanksgiving Day – fourth Thursday of November

• Christmas Day – December 25

Whenever a holiday falls on a weekend, neither the Friday nor the Monday will be considered as holidays for application of off-peak hours.

Distributed Generation - Rate K

Participating customers will be billed based on the total inflow of electricity purchased from HBPW at the applicable rate, minus outflow credits for the energy sent back to HBPW during periods of excess customer generation. All outflow energy will be credited at the Distributed Energy Value. The outflow credit can be applied to offset customer energy, delivery, capacity and readiness to serve charges. No generated outflow credits are granted toward future billings.

Public Lighting/Security Lighting - Rate D

Availability: Public Lighting service is available in areas serviced by the Holland Board of Public Works electric distribution system. Decorative Pedestrian Street/Security Lighting is available is areas serviced by HBPW underground electric lines.

Applicable: The HBPW owns and maintains all the lighting equipment and appurtenances and the Monthly Amount includes all energy, parts, and labor, except for lights designated as “Energy Only”. The “Energy Only” rate is available for municipal owned lights when the municipality assumes all costs for procurement, installation, maintenance and replacement. Energy usage is based on average annual dusk to dawn power consumption which is calculated as 4380 hours per year. No discounts in the monthly rate will be made for timers, motion detectors or similar equipment.

Terms and Conditions of Service: Service will be further governed by the Holland Board of Public Works Terms of Service.

Surcharge Customers

Customers are billed surcharges for each pollutant that exceeds the limits found in Table 1. Pollutant discharges that exceed the identified limits but are not subject to a Special Discharge Allocation will be billed as follows:

• Total Surcharge = Actual Pounds Discharged above the concentrations listed in Table 1 x (Capacity Rate + Treatment Rate)

• Surcharge can be billed for either BOD or COD, whichever is the greater dollar cost, but not for both.

Special Discharge Allocation (SDA) Customers

SDAs are special permitted limits on the daily pounds of a pollutant that can be discharged by a customer. These allocations are assigned to customers via their discharge permit. For each pollutant subject to a Special Discharge Allocation, customers will be billed the combined total of the following:

• Capacity Charge = (SDA lbs/day x days per billing cycle) x Capacity Rate

• Capacity Charge = (SDA lbs/day x days per billing cycle) x Capacity Rate

• Treatment Charge = Pounds Discharged above the concentrations listed in Table 1 x Treatment Rate

• Over Capacity Charge = Actual Pounds discharged above the (SDA x days per billing cycle) x Capacity Rate Over Capacity Charge is only applied if a customer’s actual pounds discharged exceeds their permitted SDA.

*Surcharges for grease and oil polar fraction will be applied only if a user has received a Special Discharge Allocation for grease and oil polar fraction. Any users discharging above 50 mg/L may be required to submit grease trap maintenance records.

Permitted Customers Pollutant Control Fees

Monthly fees are based upon the level of monitoring and inspection services. Each permitted customer shall be assigned to one of the following categories:

Industrial Pretreatment Program Fees

The Holland Board of Public Works Industrial Pretreatment Program (IPP) monitoring fee structure is based on the actual cost of the sampling and laboratory analyses to be performed. The costs, and an explanation of how they are determined, are outlined below.

Shared Gigabit

Transit Connection Service

Character of Transit Connection Service: Broadband connection to HBPW fiber optic shared gigabit network. Enhanced Transit Connection Services are defined in the Rate Book. Service is subject to availability.

Shared gigabit customers can additionally purchase a WiFi Mesh Extender for $5.00 per month.

Active Ethernet

Additional Fees

• One-time setup fee of $550.00 per connection

• Engineering fee of $100.00 per hour for network configuration changes. Minimum is $100.00

• Construction fee where the anticipated present value of the net revenues over the first four years are less than required by the cost of the project. This contribution in aid of construction will equal the difference between the installation costs and the allowable extension costs.

  • When construction fees are required it will also be allowable for this to be amortized over a three year term at 8% interest with a required term of service for three years.

Dark Fiber

Availability: Available for use to all customers. Each request will be evaluated and approved on a case-by-case basis. A dark fiber lease agreement will be required. 

Character of Service: Lease of dark fiber from point to point. This does not include electronic equipment at either end.

Additional Charges

• Minimum Charge: The aggregate minimum billing per customer is $1,000 per month. 

• Construction Charge: The actual cost to build new fiber outside plant will be billed upon completion.
